Thomas Caplan was born in Baltimore, Maryland. He currently lives in Tilghman, Maryland. He was a founder and former Chairman of the PEN/Faulkner Award for Fiction and is currently board member emeritus of the PEN/Faulkner Foundation in Washington D.C.
