Louisa Dixon was born in Stamford, Connecticut. She currently lives in Jackson, Mississippi with her family. From 1988 till 1992, she served as Commissioner of Public Safety and the Mississippi Highway Patrol. She is the creator of 'Laura Owen', Commissioner of the Mississippi Highway Patrol.
