Philip Maitland Hubbard was born in Reading, Berkshire and brought up in Guernsey. He was educated at Elizabeth College, Guernsey and at Jesus College, Oxford. From 1934 to 1947, he worked as a member of the Indian Civil Service after which he worked for the British Council and as Deputy Director of the National Union of Manufacturers. |
