Palma Harcourt was born and brought up in Jersey, Channel Islands. She worked in various branches of British Intelligence. She is the creator of:
1. 'Dick Tansey', a Detective Chief Inspector and later a Detective Superintendent of the Thames Valley Police Force (with her husband, Jack H. Trotman, under the joint pseudonym 'John Penn').
2. 'George Thorne' a Detective Superintendent of the Thames Valley Police Force (with her husband, Jack H. Trotman, under the joint pseudonym 'John Penn').
